I have submitted a new CIP: Disclosure of Governance Roles.
CIPs#1311
The Cardano Constitution says that anyone holding multiple governance roles must publicly disclose such overlaps before engaging in any on-chain governance action. It does not say where or in what form. Today such a disclosure is a sentence somewhere, on a website or in free text, and no tool can find or check it.
The CIP gives the disclosure a form that a program can read. A DRep declares a stake pool in its registered metadata, a pool declares a DRep in its registered metadata, and either can declare a seat on the Constitutional Committee. Every declaration is a reference to the credential itself, not to a name or a ticker, and it lives in a document whose hash a certificate carries on the chain. A tool can then show, for every pool and DRep, whether a declaration exists and whether the other side confirms it.
What it does not do: it does not prove who controls what, it does not judge overlaps, and it does not say whether a disclosure is complete. It makes the disclosure visible, nothing more. Transparency about roles is the condition for noticing a conflict of interest. Judging it stays with the voters and the Constitution.
I hold two roles myself, as operator of pool BKIND and as DRep BKIND. Both declare each other on the chain since yesterday, the first reciprocal pair on mainnet, and the pool list and DRep list on my site show the document status and the declared roles for every pool and DRep they list: smitblockchainops.nl

@bigpey I have a CIP that would move the needle in this direction (much more staking rewards relative to treasury inflow) It also makes stake much more responsive to any parameter changes. CIPs#1306 t.co

@COSDpool New Proposals: more software details for each node type producing a block. Block Producer Payloads - either an extension to Block Producer Identifiers (candidate CIP-0203) or a standalone CIP. CIPs#1282 Block Producer Identifiers: CIPs#1276
@GrahamsNoPlus1 Need CIP-193 ASAP. CIPs#1230
@DailyOnCardano @Cardano The one that we need the most feedback from SPOs on is this one; as per this comment 🧐 @markusgufler — CIPs#1275
