That sounds like v2ray-core, the command-line engine. The GUI is a separate project, 2dust/v2rayN. Take v2rayN-windows-64.zip from release 7.25.4, unzip it and run v2rayN.exe. I checked the zip: .NET and the sing-box and Xray cores come bundled, so there's nothing else to install.
