Opened a PR on @Scroll_ZKP's da-codec: getNextTx narrowed a uint64 RLP payload length to int, so a declared length of 2^63 went negative, slipped past the bounds check, and panicked. Now it returns an error instead, with tests for the overflow cases. da-codec#72
