What does it do?
It is a macOS agent that watches for the system dialog asking whether an app may find devices on local networks and presses “Don’t Allow” for the user. [1] This helps when macOS shows that local-network permission prompt repeatedly, such as for apps whose changing install path causes the decision not to be remembered. [2] If an app needs local network access, the user can run dontallow pause 10m, launch the app, and click Allow themselves. [3]
