What does it do?
It is the central registry of Bazel modules for Bzlmod, Bazel's external dependency system. [1a][1b] It hosts metadata about Bazel-specific libraries, called rulesets, and about projects that do not have upstream Bazel support. [2] Bazel users who enable Bzlmod, the default since Bazel 8, depend on it by default. [3]
