@MarkSzili Hi, yes, i fixed it in the update released today. After you install this update, any future updates after it will install normally again. When it says "App in use", it will automatically install after reboot or after the service is manually stopped.

@trk_rdy @NathanMcNulty Thanks for the tag. Well, there isn't a universal label for apps to say they are "VPN", but most of them install kernel-mode driver and controlling what is allowed to run in the kernel is much easier than controlling user-mode programs.
